Bellway’s Billet Road Environmental Permit application.
We were suprised by comments made by Bellway to the Planning Committee on 30 Mar 2023 and contacted the Environmental Agency for verification.
Bellway’s representative told the Planning Committee:
“You can enter into pre-application discussions and negotiations with the EA, but you can’t make the permit application until permission has been granted”
We asked: Is that accurate? Seems at odds with your advice of the applications being in tandem.
The Environment Agency said “This is NOT accurate.
An environmental permit can be applied for and/or issued for sites that do not have planning permission in place.
Sites which are proposing to recover waste as part of the development often try to use the planning permission as evidence of “a requirement” to create a specific landform, hence justify the activity as recovery rather than disposal of waste.“
